Robert Stluka is Director of SPI’s Local Government Division. Having spent more than a decade as an elected official, Robert understands how to deal with the ever changing bureaucracy of local governmental agencies. He has great respect for public servants and understands the challenges they face as they deal with constituency issues, state and federal regulations, politics and the media while trying to make time for vendors and service providers who want to sell to government. Robert served as both a City Councilman and also a Mayor.
Robert has decades of experience in dealing with local government issues ranging from transportation to health care. Having spent 33 years in the public arena, he has a unique understanding of government relations, public affairs, strategic planning and the public involvement process.
Robert received his bachelor’s degree from the University of Texas at Austin. He holds training certificates from the Institute for Participatory Management and Planning in Systematic Development of Informed Consent, Citizen Participation by Objective and Professional Ethics.
Robert is a life member of the National Guard Association of Texas, the National Executive Institute of the Boy Scouts of America and the Institute of Organization Management of the U.S. Chamber of Commerce. He is a member of the Williamson County and Cities Health District Board of Directors and serves on a number of community boards and participates in a number of civic organizations.
Robert is involved in all SPI training programs and assists clients with local government issues of all types. He is also involved in customized research projects when the work revolves around local governments. He serves on the SPI management team.
