Paula Morelock leads SPI’s Business Operations division. She is a longtime former public-sector executive and brings her high level of expertise to the SPI team.
Prior to joining SPI, Paula spent 25 years of her career working with multiple state agencies. As a state agency director, she was actively involved in the government contracting process, from its inception of creating requests for proposals, to awarding bids and contracts. In addition to her experience in government procurement procedures and contracts, Paula has extensive knowledge in governmental organization- understanding the many facets of organizational structures within state agencies. She facilitated projects across government, and has managed multiple state agencies with hundreds of staff. Paula is also highly experienced in training and development, having designed and provided training for both the state and national levels of government. She has been certified as an auditor for monitoring juvenile institutions, and throughout her executive career, she regularly provided expert testimony to various legislative committees.
Paula is also highly experienced in business operations, as she and her husband owned and operated a business for more than a decade.
Paula attended Baylor University and Howard Payne University and holds both a bachelor’s and master’s degree in education. She is a member of Leadership Texas, and on her free time enjoys participating in civic and community leadership engagements in and around the state.
