Dallas City Council advances new vision for South Dallas development, protection

The Dallas City Council has signed off on a series of major zoning changes, updating the 3,000-acre South Dallas/Fair Park (SDFP) Planned Development District No. 595 (PD 595) to protect and develop the southern portion of the city. 

The vote followed years of work to implement changes that go beyond the zoning update. Originally established in 2001, the updated PD 595 vision recontextualizes ordinances to reflect modern needs, realities and opportunities present in the area. The framework is designed to support: 

  • Neighborhood-serving businesses. 
  • Improve commercial corridors. 
  • Encourage compatible housing development. 
  • Create clearer standards for future investment. 
  • Protect neighborhood identity. 

With its approval, the district will be divided into sets of residential – including single family, duplex, townhouse and multifamily – and nonresidential subdistricts. The latter covers a mix of commercial, mixed-use, industrial and parking zones. 

These subdistricts are a lynchpin in the city’s efforts to preserve historic areas and promote better housing opportunities for residents. With PD 595 in place, local communities will be able to revitalize their economic standing while shielding residents from displacement by preventing housing construction that are incompatible with neighborhood character and architecture. 

Updating the PD 595 piggybacks on last year’s approval of the SDFP Area Plan. The document established a roadmap guiding the city’s investments in future land use, housing, economic development, transportation improvements and neighborhood preservation. 

Approving the zoning update represents the next major step in the SDFP Area Plan vision. The city will now pivot from the planning phase to implementation – posing the next greatest challenge in aligning the city’s goals with the neighborhood’s historic and cultural preservation efforts.
