Three directors reappointed to Upper Colorado River Authority

Texas Governor Greg Abbot reappointed three members to the Upper Colorado River Authority (UCRA) Board of Directors. 

The reappointments make up one-third of the Board of Directors and will each serve six-year terms.  

Nancy Blackwell is vice president and technical director of a large civil engineering firm. She has served on the UCRA Board of Directors since 2019. 

Blackwell has served in leadership roles with several engineering professional groups including, the Texas Society of Professional Engineers, Texas Engineering Foundation, American Society of Civil Engineering, Association of Water Board Directors, American Water Works Association and American Council of Engineering Companies.  

Fred Hernandez was appointed with Blackwell and has served on the UCRA Board of Directors since 2019.  

Hernandez manages distribution systems for a large transmission and utility company in Texas. He has served as vice chair for the San Angelo Area Foundation, executive board member at West Texas Rehabilitation Center and chairs the San Angelo Chamber of Commerce. 

Mason Vaughan, like Blackwell and Hernandez, has served on the UCRA Board of Directors since 2019. He is the president and CEO of a large Texas bank.  

Vaughan participates in several professional banking organizations, such as the Independent Bankers Association of Texas and the Texas Bankers Association. 

Governor Abbots reappointments come as several state leaders push towards state control and oversight of water resources and water infrastructure.
