Giddings unveils strategic planner as new city manager

Guillermo Garcia has been appointed city manager for the city of Giddings, effective July 27.

Garcia most recently served as strategic initiatives manager for the city of Fort Worth after previously serving as executive director for the city of Kerrville and in multiple leadership roles with the city of Tyler. As city manager, Garcia will oversee the city’s day-to-day operations, financial administration, strategic planning and implementation of city council priorities.

New police chief named in Cedar Hill

Matthew Stogner has been appointed police chief for the city of Cedar Hill, effective Aug. 3.

Stogner most recently served as police chief for the city of Duncanville after advancing through nearly three decades of leadership roles. He holds a bachelor’s degree in criminal justice administration from the University of Phoenix and a Master Peace Officer License from the Texas Commission on Law Enforcement.

Frisco promotes internally to fill assistant city manager role

Shannon Coates has been promoted to assistant city manager for the city of Frisco.

Coates joined the city in 2017 as parks and recreation director and has led the development of major parks, trails and recreation facilities. As assistant city manager, she will serve on the city’s executive leadership team, helping oversee municipal operations, strategic initiatives and organizational management.

San Angelo appoints new city manager

Phillip Urrutia has been appointed city manager for the city of San Angelo, effective Aug. 1.

Urrutia most recently served as assistant city manager for the city of Garland, after previously serving as deputy city manager for the city of Odessa. As city manager, Urrutia will oversee the city’s day-to-day operations, financial management, strategic planning and implementation of city council priorities.

Italy unveils law enforcement expert as next police chief

Chad Nelson has been appointed police chief for the city of Italy after serving as interim chief for the past eight months.

Nelson brings 28 years of law enforcement experience and has served with the Italy Police Department for more than two years after holding a variety of public safety leadership roles throughout his career. As police chief, he will oversee department operations, personnel, community policing initiatives and public safety services for the city.

Killeen appoints new leader to oversee city operations

Lisa “Elaine” Simpson has been appointed city secretary for the city of Killeen, effective July 13.

Simpson holds a Master of Public Administration from the University of North Texas and a bachelor’s degree in political science from the University of Texas Permian Basin. As city secretary, Simpson will serve as the city’s official records custodian, oversee city council records, administer elections and ensure compliance with public transparency requirements.
