City leader elevated to assistant city manager in Missouri City

Bertha P. Alexander has been promoted to assistant city manager for the city of Missouri City.
Alexander most recently served as chief budget and performance officer, where she helped lead Missouri City’s transition to program-based budgeting and long-range financial planning initiatives. City officials praised her leadership experience and commitment to public service as she steps into the new executive role.
New public works director named in Baytown

Carol Haddock has been confirmed as Baytown’s new director of public works and engineering, bringing decades of infrastructure and municipal leadership experience to the role.
Haddock previously served as director of Houston Public Works, where she became the first woman to lead the department and oversaw water, wastewater, streets, stormwater and permitting operations for one of the nation’s largest public works agencies.
Pflugerville unveils next city manager

James Hartshorn has been appointed as Pflugerville’s next city manager following a unanimous vote by the city council, with his tenure set to begin July 1.
Hartshorn has served the city since 2019 as assistant city manager and later deputy city manager. Prior to joining Pflugerville, he held management roles with Texas City and the Texas Comptroller’s Office, and he currently serves as president of Texas City Management Association Region 7.
Port Arthur City Council appoints new CEO for PAEDC

Krystle Villarreal Muller has been appointed chief executive officer of the Port Arthur Economic Development Corporation following unanimous approval by the Port Arthur City Council.
A Port Arthur native, Muller has worked with the organization since 2008, holding roles including contract compliance manager, operations manager and deputy director. In her new role, she plans to focus on workforce development, community engagement and long-term economic growth initiatives across Port Arthur.
