San Marcos weighs $100M city hall, redevelopment project under P3 model

San Marcos city officials are providing an update to a long-planned project to build a new city hall complex. The city council is planning to unveil the latest proposal for the $80 million to $100 million facility during its June 16 meeting. 

The city will take a public-private partnership (P3) approach to the project with plans to build on a site directly across from the current city hall. The roughly 110,000-square-foot layout of the building will provide space for office and public meeting areas as well as around 360 spaces within a structured parking area. 

Relocating and replacing the current city hall follows site evaluations determining that the current facility has outlived its lifecycle. The building’s structure integrity has numerous deficiencies – including roof leaks, a shifting foundation and unreliable doors and windows. In addition, the building needs a larger footprint to meet the needs of the city’s population. 

Located along the Hopkins Street Corridor, the complex is projected to be a unified hub for both the government and community. The corridor serves as one of the main gateways to the city, featuring essential amenities such as the public library, activity center, skate park, dog park and other facilities. The inclusion of the complex will play a significant role in revitalizing the corridor for culture and commerce. 

As part of the project, the city will work to provide safe, connected multimodal transportation, supporting better connectivity and walkability. This will include various road and gateway improvements to improve street infrastructure quality in the surrounding area. 

The completed complex will include opportunities for private development, connect residents to the river, parks and downtown areas, activate city-owned property and catalyze nearby development. City officials anticipate that the initiative will help activate the downtown area, driving economic growth for the city.
