Morgan Johnson has been appointed to the Public Utility Commission of Texas (PUCT). Her term is slated to end on Sept. 11, 2031. 

The PUCT is responsible for managing and overseeing the state’s utility providers. This includes implementing legislation and enforcing market rules to ensure all utility infrastructure functions reliably and at the expected capacity to provide residents with regular power. 

As part of its duties, the PUCT oversees the Electric Reliability Council of Texas (ERCOT), consequently handling the electric grid providing 90% of power across Texas. 

Johnson currently serves as deputy general counsel for the Office of the Governor. Prior to her work with the office, she served in multiple capacities for the Texas Commission on Environmental Quality (TCEQ), including as senior counsel to the executive director and senior counsel to the commissioner. 

Johnson has extensive legal experience, previously serving in the public sector as an attorney for the Office of the Governor and law clerk for the Tort Litigation Division. She also served as an associate attorney in the private sector before rejoining government work with TCEQ. 

Johnson earned her law degree from the South Texas College of Law and received a Bachelor of Business Administration from The University of Texas at Austin.
