New Jersey allocates $244M for vital campus infrastructure improvements

The state of New Jersey is distributing $244.4 million through the Office of the Secretary of Higher Education (OSHE) to upgrade student facilities, improve campus safety and address deferred maintenance. 

The funding will advance projects across 23 colleges and universities. Delivered through the Higher Education Capital Improvement Fund (CIF) and the Higher Education Facilities Trust Fund (HEFT), projects spurred by the injection cover anything from structural repairs to efforts to comply with health, safety, fire and building code standards. 

A selection of projects receiving the largest distributions include: 

The College of New Jersey will benefit from a combined $20 million covering two projects. The first – called the Campus Utilities Deferred Maintenance and Energy Savings Project – will modernize critical campus infrastructure, mitigate operational risks and achieve long-term energy savings. The Life Safety and Code Compliance Project will be part of an ongoing effort to modernize and improve safety infrastructure by updating campus systems. 

The New Jersey Institute of Technology will receive $19.9 million address deferred maintenance at Tiernan Hall. The project will address the facility’s poor condition, modernize core systems and resolve a substantial deferred maintenance backlog that has plagued the building’s infrastructure. 

Rowan College of South Jersey will be another beneficiary of a combined $19.7 million to support two system improvement projects. Plans for the Gloucester Campus will involve completely replacing its rooftop HVAC system and boiler. The college will then install high-efficiency Trane packaged rooftop units and variable-air-volume distribution as suitable replacements. The second initiative will upgrade HVAC systems across the entire system, providing reliable climate control and improved air quality for classrooms, laboratories and student support spaces. 

Union College will spend $15 million to replace the HVAC rooftop units for the Lessner Building at the Elizabeth Campus. The college may also replace the escalator between floors two and five. 

Montclair State University will receive $9.1 million to upgrade the Spragne Library. Improvements will include HVAC upgrades, installation of outdoor grade AHU units for the core building, rooftop units for the north wing and a new AHU in the basement mechanical room.
