Texas – Amber Beard has been appointed city manager for the city of Azle following a unanimous vote by the city council. Beard had served as interim city manager since May and previously joined the city as assistant city manager in 2025. She brings more than 14 years of municipal government experience, including leadership roles with Colleyville, the Schertz/Seguin Local Government Corporation and Cibolo Creek Municipal Authority.
Florida – Casey Lucius has been appointed city manager for Marco Island following a unanimous vote by the city council after serving as interim city manager since November 2025. Lucius joined the city as assistant city manager in 2020 and previously served on the Pacific Grove City Council. She holds a Ph.D. in political science from the University of Hawaii, along with graduate studies in national security affairs from the Naval Postgraduate School.
Oregon – Teresa Carr has been appointed as Gresham’s next city manager, with her tenure beginning June 22. Carr brings more than 26 years of experience with the Port of Portland, where she most recently served as director of Marine and Commercial Development. City officials said her background in organizational leadership, infrastructure planning and economic development made her the top choice following a nationwide search.
Illinois – Yates McLaughlin has been appointed as Streator’s next city manager and will officially assume the role June 1. McLaughlin currently serves as a senior policy analyst with the Will County Governmental League and previously worked in municipal roles with Lincolnshire, Lake Forest and Normal. City officials said his public administration background and collaborative leadership style made him a strong fit to guide Streator’s ongoing growth and revitalization efforts.
California – Derek Wolfgram has been appointed assistant city manager for Redwood City. Wolfgram brings nearly 30 years of local government experience and has previously served as interim assistant city manager, interim human resources manager, interim parks director and library director. In his new role, he will oversee functions including parks and recreation, library services, public works support and homelessness response coordination.
Massachusetts – Mitch Ruscitti has been selected as Swansea’s next town administrator following a unanimous vote by the Board of Selectmen. Ruscitti currently serves as town administrator in Hopedale and was chosen after a months-long search that drew 14 applicants. Officials cited his municipal leadership experience, financial management skills, and focus on transparency and operational reform as key factors in the decision.
Kansas – Tayler Wash has been promoted to deputy city manager for the City of Emporia following the departure of Mark Detter. Wash joined the city in 2023 and previously served as director of special projects and assistant city manager. City officials credited her leadership on initiatives including the Civic Leadership Institute and ongoing economic development efforts as key factors in her promotion.
Federal – Dr. Ryan Donaghy has been named the first chief operating officer of the Cybersecurity and Infrastructure Security Agency. Donaghy has served in several leadership roles at CISA since 2016, including as the agency’s inaugural associate director for planning and innovation. In the new role, she will oversee enterprise operations, financial and acquisition management, policy coordination, and strategic planning across the agency and the Department of Homeland Security.
