Kansas – Monica Lubeck has been promoted to chief financial officer (CFO) of The University of Kansas Health System, effective July 1. Lubeck joined the health system in 1999 as director of internal audit and most recently served as senior vice president, chief revenue officer and CFO of the Kansas City Division. As system CFO, she will oversee the health system’s financial strategy, budgeting, revenue cycle, financial operations and long-term fiscal planning.

New York – Bharti Sharma has been appointed executive director of New York City’s Center for Innovation through Data Intelligence (CIDI). Sharma most recently served as senior director of data and AI strategic enablement and operations for NYC Health + Hospitals, where she led the systemwide COVID-19 Intelligence Hub and enterprise data initiatives. Sharma will lead CIDI’s interagency data research, analytics and AI initiatives, supporting policy development and improving public service delivery across city agencies.

Florida – Dr. Lisa Sundahl-Platt has been appointed director of the University of Florida’s Sustainability and the Built Environment (SBE) Program. Since 2019, she has served as an assistant professor of interior design and research faculty member at the Florida Institute for Built Environment Resilience (FIBER), leading research on artificial intelligence, resilient design and sustainable building systems. Sundahl-Platt holds degrees from Savannah College of Art and Design, Kansas State University and Binghamton University.

West Virginia – Daniel Linville has been appointed director of special projects for Gov. Patrick Morrisey’s administration. Linville most recently represented the 16th District in the West Virginia House of Delegates, where he served as assistant majority whip and chaired the House Technology and Infrastructure Committee. As director of special projects, Linville will help advance the administration’s initiatives involving water and sewer infrastructure, government reform and economic development.

Washington – Michael Cade has been appointed chair of Washington Gov. Bob Ferguson’s newly established Governor’s Economic Development Council. Cade serves as executive director of the Thurston Economic Development Council and incoming board chair of the Washington Economic Development Association. As council chair, he will lead a 26-member advisory group charged with guiding the state’s long-term economic development strategy, competitiveness initiatives and policy recommendations to support business growth and job creation.

California – Claudia Garcia has been appointed community development director for the city of El Cerrito, effective July 20. Garcia most recently served as assistant director of community and economic development for the city of Vacaville after previously serving as principal planner and environmental review officer for the city of Berkeley. As community development director, Garcia will oversee the city’s planning, building, code enforcement and economic development functions.

Ohio – Bryan Heck has been appointed president of the Ohio City/County Management Association (OCMA), while continuing to serve as city manager for the city of Springfield. Heck has nearly two decades of municipal leadership experience, including previous roles as deputy city manager, planning and zoning administrator and assistant to the city manager in Springfield. As OCMA president, he will lead the association’s executive board, oversee governance and professional development initiatives and represent local government management professionals across Ohio.

New York – Jeffrey D. Quackenbush has been appointed commissioner of the Oneida County Department of Public Works. He holds a bachelor’s degree in surveying engineering from the University of Maine and an associate degree in engineering science from Mohawk Valley Community College. As commissioner, he will oversee the county’s public works operations, infrastructure maintenance, engineering services and capital improvement projects.
