Maryland – Dr. Jermaine Dawson has been appointed chief executive officer of Baltimore City Public Schools, effective July 1. Dawson currently serves as deputy superintendent of academic services for the School District of Philadelphia. In his new role, he will lead the district’s academic strategy, operations, and implementation of systemwide initiatives in collaboration with the school board.
California – Mike Futrell has been appointed as city manager for the city of Pasadena, with an expected start date of May 13. Futrell currently serves as city manager for the City of Riverside and brings more than 30 years of public-sector experience. In his new role, he will oversee city operations and lead major initiatives including capital projects, economic development, and long-term strategic planning.
North Carolina – Stephen Smith has been appointed as town manager for the Town of Ayden after serving in the interim role since August 2025. Smith has worked for the town for 12 years, including as assistant town manager. In his new role, he will oversee municipal operations and administration for the town.
Georgia – LeMario Brown has been named city administrator for the City of Fort Valley. Brown previously served as a Fort Valley councilman and was a candidate in the Georgia State Senate District 18 race. In his new role, he will oversee day-to-day municipal operations for the city.
Ohio – Liz Crowe, Ph.D., has been sworn in as chief innovation and technology officer for the city of Cleveland after serving in the interim role. In her new position, she will lead the city’s innovation and technology efforts, focusing on strengthening how technology supports residents and the municipal workforce.
New Mexico – Lucio Luttrell has been appointed deputy county manager for Doña Ana County after serving in the interim role since October 2025. Luttrell has worked for the county since 2015 and brings experience in public finance and administration. In his new role, he will oversee multiple departments and support county operations, budgeting, and strategic initiatives.
New York – Stanley Richards has been appointed commissioner of the New York City Department of Correction. Richards previously held leadership roles within the department and led a private firm as CEO. In his new position, he oversees the city’s jail system, including operations at Rikers Island, and will lead efforts focused on safety, staffing, and system reform.
California – David Trujillo has been appointed as city administrator for the city of Guadalupe following approval by the city council. Trujillo previously served as the city’s public works director and interim city administrator after joining the city in early 2025. In his new role, he will oversee city operations and staff leadership under a three-year employment agreement.
