Delaware lawmakers have officially approved a $1.3 billion capital budget for Fiscal Year 2027, outlining core investments in state infrastructure, housing, parks, transportation and water projects.
The finalized budget represents a significant leap in available funding compared to the previous year, funneling an additional $279 million toward priority initiatives. The lion’s share of the funding is split between key transportation and education capital projects. These include $273.3 million to build and refurbish road projects – targeting those in poorest condition – and $235 million for school-centric construction projects across four districts.
A total of $164.1 million will be dedicated to modernizing and upgrading state facilities. These investments will cover deferred maintenance costs, safety enhancements, roof replacements and other similar capital improvement projects.
Other notable investments include spending $24.6 million on economic development projects in Wilmington, Dover and Georgetown. The state allocated $24.5 million for affordable housing programs alongside another $10 million injection to support downtown development.
The budget slated $20 million through the Community Reinvestment Fund, prioritizing capital initiatives for community, nonprofit and municipal organizations. The state allocated $13.1 million to support access to clean water and $12 million to improve parks and trails across Delaware.
Some final, smaller investments featured in the budget include:
- $8 million to cover crop investments designed to enhance water quality and soil health.
- $8 million to address brownfield sites.
- $2.5 million to build libraries.
