Cameron County is in hot competition with Solano County, California, to secure an ambitious $3.2 billion contract for a next-generation shipyard in Brownsville.
The autonomous maritime manufacturer at the center of this tug-of-war has laid plans to develop a “Port Alpha” shipyard but has not yet reached a final decision on its location. The port would enable the manufacturer to rapidly produce top-of-the-line autonomous vessels, supplementing the U.S. Navy as part of a $392 million contract.
Should Texas be selected as the company’s final choice, it would build Port Alpha at the Port of Brownsville. The addition would provide game changing opportunities for impactful development and elevate the nation’s maritime superiority. Once completed, the port would offer new opportunities for the United States’ shipbuilding workforce, priority for public-private partnerships to bolster growth and capitalize on forward-thinking innovation for the shipbuilding industry.
Cameron County is currently considering implementing tax breaks – among other incentives – to secure the port contract. Winning the contract would signal a significant boost to both the county and Brownsville, leading to potentially 10,000 jobs pulling from local labor pools across four phases over a 10-year period. Estimates predict that the project could have a greater than $3 billion impact on economic growth.
One of the major factors leading to the decision is workforce availability. Naval projects have been stunted for years by a lack of qualified professionals to perform the manufacturing itself. The county finds itself in a strong position to address that issue, leaning on the extant talent in the Rio Grande Valley alongside citing other shipyard construction projects already in progress in the region.
The county has distinguished itself as a leader in next-generation vessel innovation, both in the naval and space travel industries. SpaceX established a rocket launch complex near Boca Chica Beach in 2014, later establishing it as the company’s headquarters and incorporating the city of Starbase around it in 2025.
While the manufacturer has not reached a final decision, Texas has a significant advantage over California to attract the company to its shores. In addition to boasting a business-friendly environment that has contributed to the state’s booming economy, Texas showcases skilled labor availability and more lenient regulations that would make it easier to streamline the planning, procurement and construction processes.
