Dallas Love Field Airport (DAL) has officially finalized its 2025 Master Plan and begun planning the $800 million Love Field Expansion Airport Program (LEAP) — the largest capital undertaking in the airport’s history. The program’s design phase is slated to begin in 2026, with construction breaking ground in 2027. 

A population boom in the Dallas area has significantly increased air transit demand and burdened DAL’s existing conditions, capacity and offerings. The airport currently handles approximately 10 million boarding passengers per year, 4 million more than it was originally designed to handle. Officials estimate that the passenger count will grow to 12 million over the next 15 years. 

To accommodate the rapid growth, the city of Dallas recently approved the preferred development path for the Master Plan. The decision mounts the final approval needed to meaningfully advance the project into the next phase. As part of the preferred development path, the airport identified 14 key strategic projects that will be incorporated into the LEAP capital plan. These projects will be completed over a six-year period. 

A selection of the cornerstone project featured in the capital improvement plan include: 

  • Building a terminal headhouse in the footprint of Garage A with split level frontages. 
  • Widening the existing concourse by 50 feet. 
  • Replacing the cargo facility with a new parking garage – Garage D. 
  • Deploying remote economy parking. 
  • Building a consolidated rental car facility. 
  • Increasing capacity for the Central Utility Plant. 

While the projects included in the LEAP plan are the airport’s immediate concern, the Master Plan documents the airport’s short-, medium- and long-term development needs through 2045. The vision entails a selection of objectives and priorities DAL will seek to achieve over the next two decades. 

The Master Plan prioritizes integrating the latest innovations and technologies into the airport’s existing and future infrastructure in its effort to keep up with demand and modernize its operations. DAL’s efforts will revolve around optimizing infrastructure and resources while maintaining sustainable and efficient practices. 

The airport’s success depends on long-term stability. DAL has committed to achieving this goal as it continues to engage with stakeholders and the community to develop solutions to meet growing passenger demand while accounting for terminal and landside capacities. 

LEAP projects will be implemented through a phased construction approach, allowing the airport to break ground and make progress while minimizing disruption to air travel and making it easier to maintain regular operations. Additional projects featured in the plan include: 

  • Building a bridge between the Concourse and the airfield.  
  • Creating a Security Identification Display Area.  
  • Establishing new passenger screening spaces.  
  • Creating a two-lane curb with three-lane bypass.  
  • Creating a commercial vehicle drop off point with a two-lane bypass.  
  • Building an inbound/outbound baggage handling system.  
  • Establishing a baggage claim area.
