TxDOT unveils $101.6B, 10-year transportation plan for stakeholder feedback

The Texas Department of Transportation (TxDOT) has opened the public comment period on its $101.6 billion, 10-year statewide transportation draft plan. The 2026 Unified Transportation Program (UTP) represents the third consecutive year that exceeds $100 billion, providing an actionable roadmap for critical transportation projects across Texas.

The UTP guides TxDOT’s vision for advancing projects over the next decade. The plan details developments that enhance safety, resolve congestion issues, improve connectivity and preserve Texas roadways. The agency annually updates the plan, accounting for all transportation sectors including public transportation, freight and international trade, maritime, aviation, rail and bicycle and pedestrian infrastructure.

The 10-year outlook provides the organization and structure TxDOT needs to effectively allocate resources for upcoming major projects. Projects included in the UTP may take years to complete, prompting extensive planning activities in preparation for these initiatives to provide insights into execution and funding distribution strategies. In addition, the plan enables TxDOT and transportation partners to prepare projects for construction.

While the UTP provides a blueprint for development, projects listed in the document aren’t guaranteed to move forward. Instead, the plan serves as a communication tool for TxDOT to detail how it will commit to project development.

Participants have until July 28 to provide feedback. The next virtual public meeting will be July 23. TXDOT will publish the approved plan in August following the commission meeting. Residents can learn about how to provide comments on the UTP Public Involvement webpage.
