Gov. Greg Abbott has appointed five staff leadership roles in the Budget and Policy Division within the Office of the Governor. 

The Budget and Policy Division advises the governor on matters of creating and implementing state policy and fiscal information and analysis. Its responsibilities include analyzing legislation and providing recommendations, updating the governor on Texas’ fiscal condition and preparing the state’s biennial budget. The division is also responsible for approving agency budget and requests to enter into contracts. 

Tabatha Vasquez will retain her role as senior advisor to the governor and lead the Budget and Policy Teams. She most recently served as the state’s policy director and deputy budget and policy director. Prior to joining the Office of the Governor, Vasquez worked in the Texas Legislature in several faculties, including chief of staff in the House, legislative director in the Senate and director of the Sunset Committee. She brings 11 years of legislative leadership experience to the role. 

Cory Fish moved into his role as policy director for the Office of the Governor in October 2025. He was promoted to this position from his previous role as deputy policy director. Fish began his work with the Office in 2022 as a budget and policy advisor. He has an extensive private sector career, holding key roles at a trade association and non-profit law firm, and has previously served as legal counsel to a senator.  

Fisher Reynolds was appointed budget director for the Office of the Governor in November 2025, moving on from his most recent role as power origination projects manager at the Lower Colorado River Authority (LCRA). He worked at LCRA for more than four years, operating as the authority’s chief of staff for the majority of that time. He has also served as a budget and policy advisor for the Office, a budget analyst for the Legislative Budget Board and as a travel aide and policy analyst for the Office of the Texas Lieutenant Governor. 

Danny Mittnacht has assumed his responsibilities as deputy policy director for the Office of the Governor, replacing Cory Fish. He joined the Office in January 2025 as a budget and policy advisor. Prior to that, he worked as policy director and advisor for the Office of the Speaker of the House and as legislative director and chief of staff to state representatives. Outside of his work with the Texas Legislature, Mittnacht has consulted and managed dozens of campaigns at all levels of government across the nation. 

Jimmy Anderson will maintain his role as deputy budget director for the Office of the Governor – a role he has held since September 2024. He previously served as a budget and policy advisor to the governor. Before joining the Office, Anderson worked for the Texas comptroller of public accounts for four years as government affairs systems coordinator and legislative affairs coordinator. From 2008 to 2011, Anderson served as a legislative analyst for the Texas Comptroller’s Office before entering into the private sector as a law clerk and attorney.
