Zarin Gracey

Zarin Gracey is an experienced executive in public administration with a 15-year history of success in local government. He will add great value to the SPI Team and to the clients efforts in the U.S. government marketplace.

In his most recent role, Zarin served as the director of the Office of Business Diversity for the City of Dallas. In this role, he planned, developed, and implemented the strategic plan for the new Office of Business Diversity.

Zarin began work for the City of Dallas as the debt manager. In this role, he managed the City’s municipal debt, including a $1.35 billion bond program. Later he was selected as the cash and investment manager. In this role, Zarin negotiated pricing for various banking services and products and brought investment management services in-house. He then worked as Dallas’ executive manager of business inclusion and development, establishing and maintaining relationships with the businesses in the community, various chambers, and advocacy groups to ensure they were equipped to do business with the City of Dallas.

Zain earned his BS in Accounting from the University of Arkansas at Pine Bluff and a Master of Arts degree in Organizational Leadership from Luther Rice College & Seminary. He also completed executive education courses for senior executives in state and local government from Harvard Kennedy School.
