Sheila Cooper

Sheila Cooper brings over 30 years of deep expertise in Medicaid and the broader U.S. health and human services landscape to the SPI team, with extensive experience rooted in both state government operations and the national healthcare ecosystem. Her career spans Medicaid managed care, Medicaid Management Information Systems (MMIS), and a wide range of health information systems supporting claims processing, encounters, care and utilization management, and long-term services and supports (LTSS). 

Sheila provides strategic guidance and subject matter expertise to both public and private sector clients. Her focus areas include Medicaid policy and compliance, managed care operations, IT systems modernization, claims and encounter data processing, and systems supporting human services delivery. Her comprehensive understanding of Medicaid’s operational and regulatory complexity makes her a trusted advisor in navigating today’s evolving healthcare environment. Sheila has a B.A. from Dartmouth College and an MBA from UCLA.
