Rick has proven success in developing and executing strategy and is fluent in Spanish.
Rick served as the first intergovernmental affairs officer for the city of El Paso, Texas. In that role he served as the primary liaison between the city and the elected and appointed officials of other governmental agencies. He also managed the state and federal legislative agenda. Rick served as the legislative director for a member of the Texas House of Representatives and helped guide development of the lawmaker’s legislative agenda. He is well versed in Texas governmental jurisdictions.
Rick is a native of El Paso and received his bachelor’s degree in psychology from the University of Texas at El Paso.
