Patrick Fortner brings more than 25 years of executive leadership experience in state government, public affairs, and strategic communications to the Strategic Partnerships Inc. (SPI) team. Patrick maintains a deep expertise in regulatory processes and environments, with extensive experience operating inside state agencies subject to legislative oversight, compliance mandates and public scrutiny.
Patrick has served in senior leadership roles across multiple Texas state agencies, including as Executive Director of the Texas Board of Chiropractic Examiners and Deputy Director for Business Filings at the Texas Secretary of State. In these roles, he led agency budgeting, legislative strategy, appropriations planning, Sunset review coordination and direct engagement with legislative offices and committee staff. His experience spans Veterans Affairs, the Health and Human Services Commission and other regulatory environments in healthcare and construction, giving him a broad understanding of compliance, enforcement, operational risk, and stakeholder accountability across diverse sectors of state government.
Patrick holds a Bachelor of Arts in Political Science from Midwestern State University and completed executive development training through the University of Texas Governor’s Center for Executive Development and with the Dale Carnegie organization. He resides in the Austin area and brings a practical, results-oriented approach to SPI engagements.
