An expert in city and county government and public education, SPI Consultant Oscar Martinez has dedicated much of his career to public service. He has both the experience and expertise to help SPI clients address challenges they might encounter in navigating the public sector.
Oscar’s public service has included working for the City of Corpus Christi, Nueces County and the Corpus Christi and Dallas independent school districts. He has a strong foundation and expertise in finance, budgeting, utilities, economic development, capital projects, public works, police and fire service, human resources, management information systems, recreational programs and education. His public-sector experience includes serving as an assistant city manager, a program manager, budget director and educator.
Oscar most recently has been working with private-sector firms and municipalities in areas such as strategic planning, business development and capitalization programs. He also has worked closely with state elected and agency officials on key initiatives relating to workforce, transportation infrastructure, environmental issues, public safety, water issues and contract negotiations.
Oscar holds a bachelor’s degree from Texas A&M University-Kingsville and a master’s degree from St. Mary’s University in San Antonio.
