Mike Cardwell joins the SPI Consulting Team as one of its IT subject matter experts. For the past 17 years, Mike has served the State of Texas in senior leadership positions for the Department of State Health Services and the Texas Department of Agriculture.
Most recently, Mike served as the Chief Information Officer at the Department of State Health Services (DSHS). While at that agency, he led major business transformation projects that included agency transformation, executive and customer-focused project governance, strategic planning, cloud transformation, datacenter transformation, and project delivery. Mike designed and implemented a comprehensive approach to Information Technology execution that focused on Enterprise Architecture, Application Development, and Project Management integration at DSHS that successfully implemented applications, processes and tools.
While serving as Chief Administrative Officer at the Texas Department of Agriculture (TDA), Mike provided strategic planning and execution for Information Technology, Fleet, Facilities, Human Resources, Records Management, and Mailroom Services. His service at TDA included program and technology transformations that directly impacted facilities construction, regulatory inspection planning and forecasting, route planning, and information technology cloud transformation. Mike also led several agency mergers that supported the business and process integration of several programs.
Mike holds a bachelor’s degree in Business Administration from Texas A&M University – Texarkana and is a graduate of the Governor’s Executive Development Program at the LBJ School of Public Affairs, University of Texas, Austin.
