Louis Carr brings a wealth of talent to the SPI Team as executive information technology (IT) professional with over 30 years of experience. He has accrued 13 years of executive-level and strategic planning expertise and 19 years of IT project management and IT management experience.
As the chief information officer (CIO) for many governmental entities, Louis “knows the ropes” when it comes to technology. He has served as CIO for the city of Los Angeles Department of Water and Power (the largest public utility in the U.S.), the Texas Department of Transportation (the largest state DOT in the U.S.), and Clark County, Nevada (the largest county government agency in Nevada).
Louis has overseen transformative technology upgrades at agencies and has deep knowledge in all areas of technology. He has led teams that developed award-winning websites, managed annual budgets up to $200 million, and directed as many as 600 IT employees. His experience will be a tremendous asset for SPI clients, and he will be a resource to SPI consultants as they lead teams in numerous states.
