Laurie Vanhoose

Laurie Vanhoose is a consulting partner with Strategic Partnerships Inc., where she provides strategic counsel on health care policy and helps clients navigate the legislature, health and human services agencies, Medicaid and CHIP, managed care, provider relations, pharmacy policy and pharmacy benefit managers (PBMs). Before co-founding her own firm, Laurie served as Director of Policy & Government Programs at the Texas Association of Health Plans, partnering with Texas Medicaid managed care health plans to support a strong and efficient Medicaid program and advising on pharmacy and commercial issues with private payors and PBMs.

Previously, she was Director of Medicaid and CHIP Policy at the Texas Health and Human Services Commission (HHSC), where she led policy and clinical staff in the design, development and implementation of Medicaid medical and program policies. As a Senior Policy Advisor at HHSC, she helped develop Medicaid substance use disorder services and led the transition of the Medicaid Women’s Health Program to the state-funded Texas Women’s Health Program. Earlier in her career, Laurie worked for advocacy organizations in Texas and Washington, D.C., advancing health care access for individuals with disabilities and older Texans. She has also served on Texas’ State Medicaid Managed Care Advisory Committee; the Austin Mayor’s Committee for People with Disabilities; the Episcopal Health Foundation and Managed Care Social Determinants of Health Learning Collaborative; the National Disability Council Developmental Disabilities Advisory Committee; and the Medicaid Evidence-based Decisions Project (MED) at Oregon Health & Science University.

Laurie obtained her Bachelor of Arts in Political Science from the University of Tulsa and minor in French earned at the Universite de Picardie de Jules Verne in Amiens, France. Laurie also attended the University of Virginia School of Law program in health law.
