Hershel Becker brings nearly four decades of experience in government procurement, technology contracting and strategic advisory services to Strategic Partnerships, Inc. He previously served as chief procurement officer for the Texas Department of Information Resources from 2016 to 2023, overseeing a statewide technology procurement program with approximately 800 cooperative contracts generating nearly $3.5 billion in annual sales.
Before joining DIR, Becker spent more than a decade with the Texas Office of the Attorney General, including serving as a division chief and representing the agency on the state’s Contract Advisory Team, which reviews major government procurements.
Becker serves as a senior fellow with the Center for Digital Government and Center for Digital Education and is a lifetime member of the Texas Public Procurement Association. Through SPI, he advises clients on navigating government procurement processes, identifying contracting opportunities and developing competitive strategies.
