Dean A. Huard has joined Strategic Partnerships Inc. (SPI) as a Senior Consultant, bringing more than 34 years of leadership experience across federal, state, and local government, as well as the private sector. Dean’s career has been defined by service, operational excellence, and a commitment to helping organizations deliver results that strengthen communities.
A retired U.S. Army Lieutenant Colonel, Dean led complex organizations across domestic and international environments, including senior leadership roles supporting large-scale logistics, human capital management, emergency response, and capital improvement programs. Following military service, Dean transitioned into local government management, serving as city manager for the Village of the Hills, Texas, where he oversaw municipal operations, infrastructure investments, emergency management, regional partnerships, and community engagement initiatives.
Throughout his career, Dean has worked closely with elected officials, executive leaders, community stakeholders, and intergovernmental partners to align strategy with execution — ensuring policies, budgets, and programs translate into tangible outcomes for residents and clients alike.
At SPI, Dean supports state and local government clients by applying his background in leadership, finance, organizational development, and stakeholder engagement to help agencies navigate complexity, strengthen trust, and build sustainable solutions.
Dean holds a graduate certificate in public management from Texas A&M University’s Bush School of Government and Public Service, a master’s degree in management with a public administration concentration, and multiple professional certifications, including Project Management Professional (PMP), SPHR, and Lean Six Sigma Black Belt. He is an active member of ICMA, the Texas City Management Association, and several civic and economic development organizations.
