Tonya Miller has been appointed to the Texas Commission on Environmental Quality (TCEQ). Her term is set to end Aug. 31, 2031.
The TCEQ oversees the state’s efforts to protect public health and natural resources through sustainable economic development. Its mission is to ensure all Texas residents have access to clean air, water and the safe management of waste. The agency’s responsibilities include ensuring regulations are up to date, making decisions based on law and sound science, enacting timely enforcement when environmental laws are violated and achieving environmental goals.
Miller’s appointment marks her return to the TCEQ. She currently serves as a director at the Texas Water Development Board, a role she has held since September 2024. Prior to joining the board, she was vice president of strategic projects and optimization for the Lower Colorado River Authority.
Past roles included in Miller’s portfolio include serving as executive director of the Texas Solar Power Association, director of the Office of Air at TCEQ, assistant director and special counsel for the Radioactive Materials Division at TCEQ and as a legislative liaison for TCEQ. She has also worked as public counsel and chief executive officer for the Office of Public Utility Council.
Miller is a member of the State Bar of Texas, a former member of the Financial Reseach Institute Advisory Board and a former ex-officio board member of the Electric Reliability Council of Texas and the Texas Reliability Entity. She has a doctorate and a Bachelor of Science in Business Administration from the University of South Dakota.
