Saluting Texas Lone Star: Courtney Arbour of TDLR

December 19, 2025

Strategic Partnerships, Inc. salutes you, public sector officials: The Profiles in Power section spotlights and recognizes powerful figures across America’s public sector landscape. This week’s Profile in Power is Courtney Arbour – Executive Director, Texas Dept. of Licensing and Regulation.

Public service highlights and education: Much of my career has been dedicated to workforce development, where I have led programs designed to connect Texas employers with a skilled and prepared workforce. In my current role in regulation, I see strong parallels: clear, straightforward regulation allows businesses to stay focused on their goals and enables Texans to become licensed and enter the workforce more efficiently. I appreciate that Texas takes such an intentional and strategic approach to supporting this vital part of the economy.

What I like best about public service: The best public service happens when everyone on the team knows the mission and lives it in their daily work. The public should understand what we do and why—and ideally see us as a partner, not just a regulator.

Some of the best advice I have ever received: Advice from my dad: “Treat everyone with the same level of decency and respect, from the CEO to entry-level team members. Don’t fall into the trap of valuing people based on their title or what they can do for you. They will respect it, and you will sleep better at night.”

Something I wish more people knew about my division of government: The Texas Department of Licensing and Regulation has a longstanding commitment to reducing program costs and simplifying rule language to ensure it is clear, accessible and business-friendly. Our staff is continually looking for ways to improve the experience and outcomes for the individuals and businesses we serve.

One thing outside government service that people may not know about me: I’m an avid hiker and spend most weekends exploring Austin’s beautiful trail system.
