Pflugerville prioritizes roadways, trails, intersections in updated $217M mobility plan

May 30, 2025

The Pflugerville City Council has approved an updated mobility plan following multiple approved readings.

The Pflugerville Pforward Mobility Master Plan (MMP) will be incorporated as a component of the Aspire Pflugerville 2040 Comprehensive Plan. The updated plan outlines roadway, trail and intersection projects that will enable the city to meet transportation and recreation objectives for the community.

The MMP is a blueprint paving the way forward for the city’s transportation network and infrastructure investments. The plan prioritizes investments in safety, connectivity, sustainability and a variety of transportation options.

In total, the MMP includes $217 million in priority projects. A selection of these projects include:

  • Building new roadways along Rowe Lane Bridge, Colorado Sand Drive, Pfennig Lane and the State Highway 45 frontage road.
  • Extending and building trails, including the Pecan Park, Kingston Lacy, Hidden Lake and Grand Avenue Parkway trails.
  • Redesigning intersection controls.
  • Installing pedestrian hybrid beacons.
  • Installing turn lanes.

Notable inclusions focus on an updated roadway plan, trails plan, cross sections, project prioritization for capital improvement project development and policies.

Since the last update in 2020 to the Transportation Master Plan (TMP), several issues have emerged in the city’s transportation network, including missing sidewalks, incomplete roadways

and inadequately equipped intersections. One of the latest inclusions is the requirement for current and future road designs to include bike lanes.
