Pflugerville advances more than $548M in major infrastructure projects

Pflugerville is entering a new period of construction and development as several large public projects take steps toward completion.  

The city is planning to add a new city hall, recreation center, downtown development and expanded water infrastructure as its population continues to climb. The centerpiece of the development is Downtown East, a 29-acre project designed to expand Pflugerville’s existing downtown square.

The first phase includes a new city hall, the Monarch Multi-generational Recreation Center, retail space, a public plaza and promenade, road improvements and parking infrastructure. City officials expect the new facilities to begin opening to the public in late 2026 and early 2027. 

The Monarch is expected to be completed in December, with a public opening planned for February. The $81.7 million recreation center will include basketball courts, an indoor pool, an indoor turf field and water slides. The new 107,000-square-foot city hall is expected to open in January and will host 11 city departments. 

Additionally, a $187 million expansion of the Surface Water Treatment Plant is expected to increase treatment capacity from 17.7 million gallons per day to 30 million gallons. The city is also constructing a 15-mile, 42-inch secondary raw water line connecting the Colorado River to Lake Pflugerville. That project is expected to begin delivering water in December and cost approximately $130 million. 

The water projects have taken on additional importance following a 2026 break in the city’s existing raw water line that contributed to historically low lake levels and emergency water restrictions. The new pipeline is intended to provide redundancy and improve the reliability of Pflugerville’s water system. 

Together, the projects represent a significant investment in Pflugerville’s downtown, public facilities and infrastructure as the city continues to grow.
