PennDOT accepting public-private proposals to improve transportation systems

The Pennsylvania Department of Transportation (PennDOT) office of Public-Private Partnerships (P3) is calling on the private sector for new ideas to improve the state’s transportation systems and boost roadway projects. PennDOT shared it is accepting unsolicited proposals giving private companies the opportunity to submit projects that could enhance roads, bridges, rail, aviation, ports, and other transportation services.  

The submission window invites proposals through Oct. 31 and only applies to PennDOT-owned projects and infrastructure. The proposals may address more efficient ways to manage existing services and programs. Private sector can apply directly to the Public-Private Transportation Partnership Board for non-PennDOT-owned assets such as transit authorities and the Pennsylvania Turnpike Commission.  

Following the submission period, under the Commonwealth’s P3 law, a seven-member board will review the projects to determine whether private involvement would improve efficiency and/or reduce costs. If the proposal is approved, PennDOT will then issue an official Request for Proposals to begin a competitive procurement process for the project.  

PennDOT holds two unsolicited proposal periods each year. Following the current October window, the next window will open in April 2026. Submissions for the open window can be sent in here
