Lonestar: John Austin Stokes Executive Director Concho Valley Council of Governments

My public career highlights and education:

I currently serve as the Executive Director of the Concho Valley Council of Governments, where I work to advance regional collaboration across 13 counties in West Texas. I hold degrees in Political Science and Public Administration. I began my public service career working for State Senator Robert Duncan and have been with the Council of Governments in San Angelo for the past 11 years.

The best part of public service:

What I value most is working on policy and having the opportunity to solve real problems that directly impact people’s lives—whether that’s expanding broadband access, coordinating disaster response, or making sure someone catches their bus. I grew up in a small town and will always feel a responsibility to give back to the people who raised me.

Some of the best advice you have ever received:

“Make a hand.” It’s simple but foundational.

Something I wish more people knew about my division of government:

Regional councils like ours play a behind-the-scenes role in everything from 911 systems to economic development to aging services. We’re connectors—helping local governments access resources, build capacity, and amplify their impact. There are 24 councils of governments in Texas, more than 500 across the U.S., and countless others around the world.

A current project or initiative that I am working on:

We’re currently partnering with a team of aerospace experts on a feasibility study for space launch and recovery efforts in the Concho Valley and West Texas. The project is funded by the Texas Space Commission. Over the last six months, I’ve learned a great deal about the evolution of space exploration—and I’ll admit, it still fires up my inner seventh grader.

One thing outside of government service people may not know about me:

I met my wife, Gia, through COG work—she leads the Metropolitan Planning Region in Bucharest, Romania. We first connected at a National Association or Regional Councils Conference in Washington, D.C., where she was representing the European Network of Regional Planning Commissions. I cracked a joke about starting an international consulting company, and she actually laughed. We share a passion for public service, but our favorite thing to do is travel together.
