The Liberty Hill City Council in Texas has agreed to a contract with a design firm for 30% design of the North Fork Wastewater Treatment Plant.
The approved contract includes project administration, design confirmation, 30% design and a site survey, according to project documents.
The firm will design a facility — to be located west of Ronald Reagan Boulevard — that will be able to treat up to 1.4 million gallons daily, and it will provide an expandable platform to improve treatment up to 4.2 million gallons per day.
The city plans to fund the project construction using a Water Infrastructure Finance and Innovation Act loan, which supports water and wastewater infrastructure projects nationwide. The design phase of the project will be funded by an existing wastewater fund balance.
The preliminary design, the first of three, is expected to be completed around November. According to project documents, bidding will occur in mid-2026 after the final design phase, and construction should begin in September 2026. The project is set to be completed in late 2028.
