Houston schools to invest $40M in critical infrastructure

Houston Independent School District (HISD) is preparing to move forward with a $40 million capital improvement program targeting critical HVAC and roofing needs across 36 campuses.

The improvements, expected to take place during the 2025-26 school year, are intended to address pressing infrastructure issues related to indoor air quality and structural integrity. The district will fund the work using a $120 million maintenance tax note.

Some of the upgrades are for outdated heating, ventilation and air conditioning systems. The scope of work includes replacement of chillers, boilers and unit ventilators to improve building climate control and energy efficiency.

In addition, there will be roofing improvements, including partial or complete roof replacements at 13 campuses. Aging or deteriorating roof systems will be replaced with weather-resistant, code-compliant materials to prevent water intrusion and structural damage.

HISD estimates its long-term capital needs at approximately $12.3 billion over the next decade, and additional bond proposals may be revisited in future election cycles to fund comprehensive facility modernization and campus rebuilds.

Bids for the HVAC and roofing projects are expected to be issued in late 2025.
