Here’s a unique gift for technology firms looking for exciting new contract pursuits

There is the usual type of data and research…and then there is research so unique it is difficult to find. The Strategic Partnerships Team has never been interested in providing ordinary research and data. Instead, the team pushes beyond the norm – always –tracking funding of every type from every jurisdiction. We also research new funding found in bond election packages (all 50 states) along with capital improvement plans, legislative appropriation funding, federal grant programs, and all other funding that gets allocated from any other source, including federal earmark funds.

We are known for our ability to alert clients to upcoming opportunities before public announcements are made about an upcoming project. But…here’s something not widely known about our research. We also track existing contracts of every type – and every size – that are nearing an expiration date, especially the contracts that will be rebid.

So, what follows is a gift to technology firms. The outlined opportunities are all about technology contracts that have an upcoming expiration date. Each of the contracts discussed will be renewed through an upcoming procurement. Even better, there is still plenty of time for vendors to get positioned, gather more data, and develop a pursuit strategy before solicitation documents are released.

The Office of Information Technology Services in the state of New York is responsible for overseeing a contract for Enterprise Network Support Services (ENSS). The contract was first procured on Nov. 2, 2018, and the technology contract will end soon and be up for rebid.

This contract provides technology services in a centralized role across state agencies. It provides statewide technology services required to maintain New York’s public sector internet networks. It covers day-to-day operations and troubleshooting of wired, wireless, and wide-area networks. It also includes the task of setting up and maintaining all the network equipment. Additionally, it supports communication systems, cybersecurity, and project management. The contract holder is responsible for keeping state public systems running smoothly.

The original contract was for $19.9 million, but it was extended over several additional years with the same vendor. Interested parties should begin outreach efforts as soon as possible because this attractive technology contract is set to expire on Oct. 31, 2026. There is no available data related to what the new cost of this contract will be but interested parties should soon be positioning their companies now for the upcoming competition. A large enterprise technology contract for identity, credential and access management is managed by the Michigan Department of Technology, Management & Budget. It was last negotiated for $112.85 million and the contract, with all extensions used, ends on Sept. 30, 2026.

The contract was designed to support a statewide single sign-on system that provides multi-factor authentication, identity checks, account management, and 24/7 operations. The mandate is to keep all systems secure and reliable. Many states have similar systems that all agencies use to update login tools and securely connect to new applications. Most systems of this type also support grants, licensing, and health services. The contract will soon be rebid and while there is no way to estimate what the new contract value will be for the company selected, it will be a large award. The Texas Department of Information Resources (DIR) holds several cooperative contracts that technology firms compete for aggressively. One of the existing cooperative contracts is about to expire and it will be rebid soon. The contract requiring renewal is the one that delivers end-user IT outsourcing services. The expiration date is March 5, 2026, and selected vendors will then be available to use the contract to work with public entities statewide. Simply put, the contract allows negotiations to begin with no formal procurement process because terms and pricing has already been vetted by the state.

The current contract holder provides technology assets and various services to agencies statewide. Services fall under three distinct service programs: Managed Services, Support Services, and Technology Services. By providing IT services tied to end-user environments through service-only cooperative contracts (no hardware/software product sales), public entities can prioritize investing in core operations rather than managing IT-related issues. The value of the contract is not fixed, as each public entity establishes its own purchase orders, and costs vary by engagement, but companies compete aggressively for these contracts because of the convenience provided for many multi-million-dollar negotiations with the state’s public entities. A contract that manages New Jersey’s State Directory of New Hires and its National Medical Support Notice portals will expire in August 2026. There are no extensions left for the current contract holder so the contract will be rebid. This particular contract supports the operation and upkeep of two statewide employer portals with a current annual value of approximately $700,00 per year.

The New Hire Reporting portal gathers data for the State Directory of New Hires. Over 250,000 New Jersey employers and 1,300 multi-state employers report to and use the director, with approximately 1.5 million new hires listed annually. The e-NMSN portal also handles medical coverage enrollments for children under support orders. Employers also use it to respond to income withholding orders and submit employment verifications.

Both portals connect the state’s child-support system. Each month, approximately 20,000 income withholding notices and 3,000 employment verifications nationwide are distributed. These connections make employer reporting faster, more accurate, and more efficient in improving child-support compliance. A technology contract in Florida called ACCESS Maintenance, Operations, and Enhancements is overseen by the Florida Department of Children and Families. This is a $33.8 million contract, and it is set to expire on June 30, 2026. All contract extensions have expired.

The state’s online public benefits system, ACCESS Florida, current contract calls for the selected vendor to manage cash aid, food assistance, and Medicaid enrollment and eligibility. Additional daily operations, security enhancements, system upgrades, and technical support are also required to maintain the system’s dependability and connectivity to federal and state platforms. This DCF agency contract is designed to support impacted individuals and families. It allows them to check their eligibility, apply for benefits, and manage their e accounts online. Pennsylvania’s JNET Staffing and Services Delivery contract is overseen by the Office of Administration’s and the Pennsylvania Office for Information Technology. This $9.47 million contract expires on Sept. 30, 2026, and it supports the Pennsylvania Justice Network. That group of public agencies includes law enforcement, courts, and public safety organizations throughout the state. The current contract holder is responsible for systems that enable all the listed public entities to exchange and access criminal justice data through the JNET system.

To operate the system daily, the current contract holder supplies both staff and technology services. System operations, upgrades, tool integration, and transition planning are all available for public entities. For data to flow easily between state, county, and local partners, these services benefit from the maintenance and secure dependability and security that is offered. The current contract provides IT support to the Department of Corrections, the state police, county courts, and other authorized justice agencies in Pennsylvania.
