Utah – Adam Lenhard has been formally appointed as Park City’s next city manager following a nationwide search process. Lenhard brings nearly two decades of local government experience, previously serving as city manager in St. George and Clearfield, Utah, where he led large municipal operations and growth initiatives.
Missouri – Troy Anderson has been named as the next city manager for the city of Independence. Anderson joins from Wichita, Kansas, where he served as assistant city manager overseeing major development initiatives and budget planning, and will now lead day-to-day operations and strategic growth efforts for the city.
California – Antonio Buelna has been appointed as chief of infrastructure maintenance for the California High-Speed Rail Authority by Gov. Gavin Newsom. Buelna previously served as assistant director of capital projects for the city of Fresno and held multiple roles with Union Pacific Railroad. In his new position, he will oversee maintenance strategy and infrastructure operations for the state’s high-speed rail system.
North Carolina – Randy Martin has been named interim city manager for Morehead City following a unanimous vote by the city council. Martin previously served as city manager for more than 16 years and brings over 40 years of experience in government leadership roles. He will serve in the interim position while the city conducts a search for a full-time city manager.
Connecticut – Sharonda Carlos has been named head of the Connecticut Department of Correction and will serve as interim commissioner, effective May 1. Carlos previously served as deputy commissioner of administration and has worked within the department since the mid-2000s in roles including warden and district administrator. In her new role, she will lead statewide correctional operations and oversight.
New York – Richard Lee has been appointed as commissioner of the New York City Department of Finance. Lee previously served as director of the New York City Council’s Finance Division, where he played a key role in budget negotiations and fiscal planning; in his new role, he will oversee tax administration, revenue collection and financial operations for the city, including an agency that manages more than $50 billion annually.
California – Caroline Thomas Jacobs has been appointed to serve as director of the Governor’s Office of Emergency Services (Cal OES), a key statewide leadership role responsible for disaster response, emergency preparedness, and coordination across state and local agencies. She previously served as Director of the California Office of Energy Infrastructure Safety since 2021 and held multiple leadership roles within Cal OES earlier in her career.
Missouri – Tamara Tateosian has been appointed to the Missouri Workforce Development Board. Tateosian currently serves as chief executive officer of the Callaway Chamber of Commerce and previously worked as director of operations for the Fort Smith Regional Chamber of Commerce. In her new role, she will contribute to statewide workforce development strategy and policy initiatives.
