Dallas Area Rapid Transit (DART) is seeking a development partner to transform 18.3 acres of agency-owned property at Westmoreland Station in southern Dallas into a mixed-use development featuring housing, retail and office space.
DART issued a request for qualifications and concepts earlier this month, beginning a two-phase process to identify a developer and select a plan for the site. The project aims to encourage economic development while improving connections between public transportation and the surrounding community.
Located at 2646 S. Westmoreland Road, Westmoreland Station serves as the southern terminus of DART’s Red Line. The station also connects riders to six bus routes and GoLink, the agency’s on-demand transportation service. Caitlin Holland, DART’s vice president of real estate and economic development, said the agency hopes to create a walkable destination that connects transit access with community investment.
The redevelopment is part of DART’s broader strategy to use agency-owned properties near transit stations to create places where residents can live, work and shop without depending entirely on automobiles.
The Westmoreland project would join several other transit-oriented developments in DART’s portfolio. These include Palladium Buckner Station, a 300-unit apartment community with green space and transit access, and Trinity Mills Station in Carrollton, where the first phase of a 25-acre development opened in 2025.
DART is also advancing Addison Junction, a planned mixed-use development near the Silver Line station in Addison that is expected to include housing, restaurants, retail, offices and a hotel. Construction is expected to begin in 2027.
