Connecticut unveils $45M hybrid fund for climate, infrastructure resilience

The Connecticut Department of Energy and Environmental Protection (DEEP) unveiled a hybrid plan of state and federal dollars delivering $44.8 million in funding to help municipalities, nonprofits and tribal communities prepare infrastructure for extreme weather.  

Applications are now open for the DEEP Climate Resilience Fund (DCRF), which combines $33 million in state funding with $11.8 million in federal resilience funds, including FEMA’s BRIC program. 

The announcement coincided with Gov. Ned Lamont’s Sustainability and Resiliency Week, highlighting collaboration between the state and communities on climate risks and innovative actions to address them. 

The DCRF acts as a one-stop shop for planning, advancing and deploying projects that include flood control, energy resilience, wildfire prevention and nature-based initiatives. The latest round of funding aligns with DEEP’s Microgrid Grant and Loan Program.  

Since 2013, DEEP has invested $22 million in ten microgrids statewide and, in 2023, awarded $8.8 million to 21 projects in 17 municipalities for climate planning and design. 

Public comments on the draft Request for Proposals are due Oct. 21, 2025.
