A nationally recognized authority on P3s and infrastructure finance, she is an author and a frequent contributor to leading policy and business publications. Her career spans senior leadership roles in both the private sector and Texas state government, including service as a commissioner at the Texas Employment Commission and the Texas Railroad Commission. A sought-after keynote speaker, Mary brings decades of experience navigating bond programs, infrastructure delivery, and public-sector decision-making at the local, state, and national levels.

Ashley Alvarado

Lead Research Analyst, Bond Report Manager

Ashley is a Research Analyst and Bond Report Manager with Strategic Partnerships, Inc., specializing in bond elections throughout the nation. She leads some of SPI’s most prolific services and publications the National, Regional, and State Bond Reports. An expert in government funding mechanisms and municipally led bond projects, Ashley is at the forefront of public sector projects nationwide.

Gay Erwin

Vice President of Strategic Affairs

Gay brings more than 25 years of executive leadership experience across local, state, and federal government, offering deep insight into public-sector operations, policy, and political dynamics. A former chief administrator for the Texas Office of the Attorney General, she served on the executive committee and oversaw agency administration, policy, and child support functions. Her career also includes senior roles with U.S. Senator Lloyd Bentsen, the Texas Employment Commission, and the Governor’s Office, where she led public-private partnership initiatives and legislative coordination. Widely respected for her steady leadership in complex political environments, Gay is known for her ability to navigate high-stakes decision-making, legislative processes, and crisis situations with clarity and resolve.

Vice President

Edgar is Vice President at Strategic Partnerships, Inc., where he works at the intersection of government and industry to help companies navigate public-sector decision-making and secure strategic opportunities. With experience at the Texas Capitol and more than 15 years at SPI, he brings a practical, insider understanding of legislative processes, agency operations, and how funding and procurement decisions are made.
