After a 30+ year career in public service, Scott Burford provides valuable insight, expertise, and credibility to SPI clients seeking to sell to government. His vast experience in government gives him the unique ability to provide a rare perspective in the development and implementation of strategies that will benefit governmental entities.
Scott joined SPI after retiring with more than 31 years of experience with the Texas Department of Transportation (TxDOT). While working at TxDOT, Scott developed and honed his customer-focused skills by leading numerous agency programs. He worked collaboratively with both public- and private-sector representatives to develop innovative solutions. The longtime state employee has dealt with all aspects of state procurement, including state and federal funding approvals, oversight of major procurement initiatives and the management of planning, development, and operational functions.
While at TxDOT, Scott directed the development and management of enterprise information resources, procurement and contract programs. He was director of the General Services Division (GSD), directing diverse agency support programs including purchasing, contracting, supply chain management, equipment, fleet management, property management, and online information services. In addition to being responsible for the activities of GSD, he also served as the Interim Chief Programs Officer, overseeing numerous key technical and administrative programs under the agency’s new organizational structure.
Scott holds bachelor’s degree in business administration from Southwest Texas State University in San Marcos, now Texas State University.
