As a former investigative specialist with the Federal Bureau of Investigation (FBI) and crime analyst with the Texas Department of Public Safety, Richard Stella’s diverse set of skills make him a valued member of the Consulting Team at Strategic Partnerships, Inc. (SPI). His expertise includes criminal justice, risk assessment and security, technology, cybersecurity, infrastructure, public transportation and big data.
Richard’s experience at the state, federal and international levels of government along with his relationships and understanding of process are welcomed in strategy sessions. As a federal police officer with the U.S. Supreme Court Police in Washington, D.C., he interacted with a variety of law enforcement agencies at the federal, state and local levels and developed and now maintains an enviable network of executives and decision-makers. During his tenure as analyst for tactical intelligence operations against transnational criminal organizations at the Texas Department of Public Safety (TxDPS), Richard provided intelligence leads to law enforcement and the intelligence community; developed assessments related to threats, risks, and vulnerabilities as they relate to state and national security; produced a weekly border assessment of the Texas – Mexico border, and presented weekly intelligence executive summaries to leadership.
Richard attended Mount St. Mary’s University and earned a bachelor’s degree in criminal justice, with a minor in sociology and history. He also received a Master’s of Science in Intelligence Management from Henley-Putnam University.
