Dawn DoyleSenior Consultant

With more than 30 years of federal, state, and local government and private-sector experience, Dawn Doyle is a consultant who offers clients a wealth of insight in both working inside and alongside government. Dawn provides unique guidance when it comes to developing and implementing strategies that result in client success when it comes to capturing new government business.  She is well-respected by public officials who recognize her ability to offer them relevant and innovative solutions to difficult problems.

Dawn joined the SPI team after 20 years of work with multiple executive directors, deputy executive directors, and commissioners at the Texas Department of Transportation. In this position, she advised on agency policy and legislation and performed national liaison functions including the Federal Highway Administration and American Association of Highway and Transportation Officials. Dawn honed her research skills in working with the National Academy of Sciences Transportation Research Board as a research committee member and a presenter at the annual meetings.

Prior to her work for the Texas Department of Transportation, Dawn served as the urban planning director for a city in North Dakota, where she coordinated legislative, policy and financial issues among federal agencies, regional planning authorities, and the city. She was also project development coordinator for a private-sector consulting engineering firm in Austin, coordinating design teams’ work with the clients’ business goals and city land development requirements.

Dawn holds bachelor’s degrees in political science and urban design and a master’s degree in public administration from the University of North Dakota.
