Rick Howard’s more than 30-year career in public schools allowed him to be a part of all aspects of public education, from the budgeting process to curriculum writing and passage of school bonds. Rick began his public education career as a classroom teacher in the Snyder ISD in 1978. He advanced to the principal ranks in 1990, being named to that post in the IRA school district and moving up to superintendent the following year. Nine years later, in 2000, he moved to the superintendent post at Comanche ISD, a position he held until his retirement in June 2009. During his career that spanned more than three decades, Rick developed relationships with urban and suburban school leaders.

Active in numerous public education organizations, Rick has served as president of the Texas Association of School Administrators (TASA) and also served on numerous committees for TASA over the years. He also previously served as president of the Texas Association of Community Schools and as president of the Big Country School Administrators Association. He has made presentations before the Texas Association of School Boards, the Administrative Leadership Institute at Texas A&M and has collaborated with the Texas Education Agency and the U.S. Department of Education on various initiatives.

A former Region 14 Superintendent of the Year, Rick continues to network with public school decision-makers in all size school districts. He holds a bachelor’s degree in health and physical education and a master’s in physical education from East Texas State University. Rick earned a Mid-Management certificate from East Texas State University/Texas Tech University and his Superintendent’s Certificate from Sul Ross State University.
