Richard Butler, a former Senior Vice Chancellor of the Texas Tech University System with three decades' experience managing complex public health programs, possesses extensive knowledge of the budgetary, programmatic and legal issues surrounding healthcare.
Richard, a graduate of Humboldt University, began his career as a medical social worker and quickly became supervisor in a survey of long -term care facilities, state hospitals and state schools. For the next 15 years, he held a variety of positions with increased responsibility, and was named Chief of Staff to the Commissioner of Health and Associate Commissioner of Operations, with oversight of 2,000 employees and a multimillion dollar budget in 1992.
In 1996, he joined the Texas Tech University Health Science Center as Vice President of Operations, with administrative oversight and management responsibility for a five-campus academic health science center.
Richard was named Senior Vice Chancellor of the Texas Tech University System in 2002. His duties included oversight of the Institutional Advancement Office, which was comprised of fundraising, marketing and communications; and the Facilities Planning and Construction Office, which had $856 million in projects underway during his tenure.
