John Breier brings years of experience in local government, business development and marketing to the SPI team, from both the local, state and federal government perspective. John has decades of experience in management, having directed chambers of commerce, economic development organizations, military groups and most recently as president and CEO of the Midland Chamber of Commerce. Prior to his service in Midland, he was vice president for economic development at the Greater Austin Chamber of Commerce for two years and president and CEO of the Beaumont Chamber of Commerce for three years. John’s network of friends and colleagues throughout the country is legendary.

John took a short break from local government and quasi-government work in 1998 to serve in state government as director of the Business Development Division of the then-Texas Department of Economic Development. Prior to his employment with the state, John was director of economic development and vice president and director of marketing for the City of Abilene and the Abilene Industrial Foundation and was chief executive officer and chief operating officer for the 500-employee federal organization responsible for the integration of five federal agencies and all the organizational structure design and new equipment development for the U.S. Army.

John holds a bachelor's degree in business administration from the University of Maryland and a master's degree in management from Troy State University. He also is a graduate of the U.S. Army Command and General Staff College and the University of Oklahoma's Economic Development Institute. He leads SPI’s Federal procurement consulting division as well as serving in various other areas related to client services.
