Guymon H. Phillips, P.E. is a seasoned public affairs consultant with decades of experience in working with governmental entities throughout the state. He has merged his firsthand understanding of city government, his skills as a consulting engineer and his public administration skills to his consulting role, providing guidance to both public and private corporations in operational efficiency, management and general business practices.  His knowledge of the interworking of government at all levels serves him well when advising or assisting private sector clients.

Guymon also has outstanding credentials as a project manager and can point to extensive public sector project management experience. He has been actively involved in securing approvals for planning, zoning, utility commitments and other development-related issues such as Municipal Utility District, Tax Increment Financing District and Public Improvement District approvals.

His public sector experience includes serving as Director of Public Utilities and Assistant City Manager in Austin, Texas. He served on the Dallas Police Citizen’s Review Board and was a member of the City Center Tax Increment District Board of Directors.

Guymon holds a Master of Public Affairs degree from the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin and a bachelor’s degree in industrial engineering from Texas Tech University. He is also a registered Professional Engineer in the state of Texas.
