David Duncan is a seasoned public sector executive who has been privileged to work in various positions in government. He has been responsible for messaging, communication, legislative affairs and strategy development. Working as a liaison between state agencies, government contractors and members of the Texas Legislature has given David yet another level of expertise – a unique understanding of what it takes to create and maintain successful partnerships.
While serving as Director of Communications for the Texas Department of Information Resources, David coordinated efforts that resulted in passage of legislation to encourage greater outsourcing by state agencies and increased purchasing of private sector products and services. He also was legislative liaison for the Texas Commission on Environmental Quality and the Texas Workforce Commission, working closely with lawmakers, state agency leaders and private sector vendors.
Prior to being involved in Texas state government, David explored the workings of the federal government, handling transportation and environmental protection issues. He also has a good understanding of the Federal government. He worked for the Office of State-Federal Relations in Washington, D.C. Two accomplishments that pleased him considerably were related to his work on expanding the federal highway system and his service in leading a national association that was instrumental in implementing legislation to manage hazardous waste.
David holds a bachelor’s degree in psychology from Baylor University and a master’s degree from The University of Texas Lyndon B. Johnson School of Public Affairs. He is a valued member of the Strategic Partnership Team and serves as a Senior Consultant leading efforts for the firm’s clients.
