Other state agencies and higher education entities that ranked in the top 10 relative to the largest dollar amount of contracts include:
The Department of Aging and Disability Services, which provides services to both aging Texans and Texans with disabilities, reported the largest number of contracts - 5,596 - for FY 2007. TxDOT ranked second with 3,445 and HHSC was third with 2,857. Nearly 16,000 contracts by just 10 agencies and higher education entities accounted for 81.6 percent of all state contracts.

While many smaller companies contracted with the state for a variety of services and products, the three largest contracts were for billions of dollars. Ten firms accounted for $12.7 billion worth of state contracts.
The highest dollar amount for contracting was through TxDOT, with A.K. Gillis & Sons, Inc. accounting for $3.19 billion in TxDOT contracts. TRS's $2.54 billion amount with Blue Cross Blue Shield of Texas ranked second among the largest contracting dollar values and TRS's $1.3 billion contracting with Aetna Life Insurance ranked third.
Five of the remaining top 10 highest dollar contracting amounts - ranging from $582.3 million to $950.9 million - were for companies contracting with HHSC. Another $750 million in contracting dollars was recorded with the Texas Lottery Commission and $799.9 million with TRS.
