Barth served as chief financial officer for the U.S. Department of Housing and Urban Development from 2004-05, after being appointed by President George W. Bush. She is co-founder and president of a private equity firm. She earned her bachelor's degree from the University of Alabama and her master's from Vanderbilt University Owen Graduate School of Management. She replaces Ernest Angelo of Midland on the board.
Clowe is a private businessman and a retired senior management advisor of the State Bar of Texas. He also is a former member of the Texas Lottery Commission. He holds a bachelor's degree from The University of Texas and is filling a new position created during the last legislative session.
